Economic, social, and environmentally sound development in the tourism industry requires strong institutions and up-to-date policies. Siyaha is strengthening government institutions that manage the tourism industry and enhancing the legal and regulatory environment to respond to the vision outlined in Jordan's National Tourism Strategy 2004- 2010 (NTS).
Developing strong institutions
In order to meet national tourism strategy goals, it is essential that effective implementation of tourism plans are carried out by institutions in both the public and private sectors. Thus, strong strategic planning, with specific and measurable goals, is a fundamental building block for organizational success. Siyaha is working with key governmental and semi-governmental tourism institutions to adopt modern managerial practices, better equipping them to put the national strategy into action. A targeted program of institutional strengthening and capacity building is being implemented. Siyaha is working with three organizations to embrace international best practices in public management: the Ministry of Tourism and Antiquities (MOTA), the Department of Antiquities (DOA), and the Jordan Tourism Board (JTB). Working with these organizations, Siyaha is strengthening their operations and and building their capacities to effectively achieve their missions.
Modernizing the tourism laws, policies and regulations
Along with building strong institutions poised to realize the goals set out in the national strategy, Siyaha is working with national stakeholders to develop a modern set of laws and regulations that address tourism issues. The Tourism Law and by-laws regulating industry sectors -including tour operators, agents and guides, hotels, tourism transport, handicrafts, and restaurants- are being upgraded to meet international standards. At the same time, the roles of key tourism sector institutions are being refined so these government agencies can better coordinate their work across both policy and operational levels to ensure high quality performance by the sector.
Improving heritage site management
Siyaha is working with the Ministry and Department of Antiquities (DOA) to improve the preservation, conservation and management of Jordan’s archeological sites. By strengthening the role of the DOA and enhancing its capacity in archaeological management, Siyaha is contributing to the preservation of Jordan’s historic treasures, while improving visitors’ experiences.
